The following press release was forwarded from Permanent Offense regarding the union's role in squashing I-776.

The following letter was fax'd to Secretary of State Sam Reed, the
Public Disclosure Commission, and the Attorney General's office this
morning with supporting documents sent by Certified Mail.

"$30 Tabs for Everyone"

The Honorable Sam Reed, Secretary of State

RE:  “Your assistance is needed to help slow down & stop the collection
of signatures for I-776” – secret email by Diane McDaniels of the
Washington State Labor Council

Dear Secretary Reed:

A whistleblower in the Washington State Labor Council forwarded a secret
email sent by WSLC Political Director Diane McDaniels (Seattle office:
206-281-8901) to their union members.  It should sound familiar.  As you
may recall, Chris Dugovich, President of the Washington Association of
City and County Employees and opponent of property tax initiative I-747,
sent out a secret memo last year telling his members to try to stop
voters from signing our petitions.  Ms. McDaniels secret email uses
almost identical language but goes even further.  Here are some excerpts
(she indicates she was sending it out to numerous e-mail groupings but
this one was sent to:  “Labor Roundtable E-Mail Group”
dmcdaniel@wslc.org - interestingly, one of the addresses she emailed to
was an elected official, the Snohomish County Treasurer –
treasurer@co.snohomish.wa.us):

· “Your assistance is needed to help slow down & stop the collection of
signatures for I-776”
· “We hope that labor and progressives all over the state will help us”
· “Permanent Offense has created what they call their ‘Patriot Packet’,
which includes petitions, clipboards, signs, chest stickers, etc.  We
are asking each of you to either call Jack Fagan at (509)-467-5467 or
send an e-mail to cheebee@msn.com and request that a Patriot Packet be
mailed to you.  We suggest that you don’t use your union’s mailing
address (too many requests to send to union halls will tip our hand).
And, we are asking you to forward this request to family members,
co-workers, etc. and ask them to do the same.  WHY, you ask, are we
doing this?
· It will cost them valuable campaign resources to mail hundreds (and
possibly thousands) of packets out to those who request them.
· It will help use up their supply of petitions.
· At this point, they don’t have the financial resources to hire a paid
signature gathering firm.  They must rely heavily on the petitions they
can get out into the field that volunteers will carry.”
· “We can inflict some damage on their bank account and petition supply
if we all do our part.”
· “Please help us slow down and kill I-776.”
· “I am sending to numerous e-mail groupings to case a wide net.”

We have consulted with our attorneys.  To us, this is clearly fraud and
conspiracy to commit fraud.  And regarding the statement:  “We can
inflict some damage on their bank account” – isn’t that just plain
stealing?  To us, these parasites in the public employee unions are
unapologetic, anti-First Amendment criminals.  We are hopeful that as
our state’s chief elections officer that you have a zero-tolerance
policy toward their fraudulent actions.  We ask that you contact the
Washington State Labor Council and find out who all was involved.  Who
all did they send emails to?  And if the Washington State Labor Council
is coordinating and organizing an opposition campaign to I-776, aren’t
they required by law to set up a committee and report donations,
expenditures, and in-kind contributions so there is appropriate
accountability?  We are forwarding this complaint to the Public
Disclosure Commission for their review as well.  And we are notifying
our thousands of supporters across the state of this conspiracy to slow
down and kill I-776.

Big Labor thinks they’ll just get a slap on the wrist – please prove
them wrong.  Please contact us with any questions.

P.S.  The whistleblower’s email read, in part:  “Some people and/or
Organizations are encouraging people to request your patriot packages
only to throw them away.  They are hoping to drain your finances this
way.  Look to labor organizations mainly.  As a member of a local union
I would appreciate your strictest confidence in this matter, and please
understand you have support from many members."
