House Bill 1095 (Regarding property taxes for lands managed by the Department of Fish and Wildlife)Introduced by Rep. David  Taylor, (R-Moxee) (R) on January 12, 2011, allows counties to reduce or eliminate tax payments on lands owned by the Department of Fish and Wildlife on which the Department maintains private grazing leases. House Bill 1096 (Concerning health care financing)Introduced by Rep. Sherry Appleton, (D-Poulsbo) (D) on January 12, 2011, abolishes the Health Care Authority and creates the Washington Health Security Trust. The Trust will be governed by a board of nine members, all of whom will be initially appointed by the Governor by December 31, 2011. Members of the board cannot have any financial interest in any business subject to regulation by the board. The board will manage the state’s public health care program, maintaining a single funding source for state health care. This act also requires self-employed and nonemployed individuals to pay monthly premiums to the Department of Revenue. House Bill 1097 (Changing offender registration periods for crimes committed by juveniles)Introduced in the House on January 12, 2011, modifies the registration requirements, including registering as a sex offender, for a person who commits certain felonies while under the age of eighteen. House Bill 1098 (Limiting the use of automated traffic safety cameras)Introduced by Rep. Christopher Hurst, (D-Enumclaw) (D) on January 12, 2011, modifies current pilot programs for traffic safety cameras. This act requires local government entities to make provisions in their ordinances for a maximum number of cameras and to put the proposed ordinance to a public vote. No changes may be made to the ordinances without voter approval. House Bill 1100 (Clarifying the law concerning  medical marijuana use)
Introduced by Rep. Jim Moeller, (D-Vancouver) (D) on January 12, 2011, to amend and clarify the law on the medical use of cannabis (marijuana) so that qualifying patients and designated providers who comply with thelaw will not be subject to arrest or prosecution, other criminal sanctions, or civil consequences based solely on their medical use of cannabis; and that patients will have access to an adequate, safe, consistent, and secure source of medical quality marijuana. House Bill 1101 (Providing patients with information on options for breast reconstruction) Introduced by Rep. House Bill 1103 (Modifying the use of television viewers in motor vehicles)

House Bill 1104 (Providing for the protection of vulnerable adults)
Introduced by Rep. Jim Moeller, (D-Vancouver) (D) on January 12, 2011, to expand and clarify the definitions of "vulnerable adult" and "financial exploitation,"  to include various acts such as accepting payment for servvices not provided; inducing a person to make gifts or bequests , or solicting  gofts, loans or use of property. The bill also authorizes the department of social and health services to share certain reports with federal, state or local agencies and tribes, and authorizes the department of social and health services' adult protective services division to enter into agreements with federally recognized tribes to investigate reports of abuse. House Bill 1105 (Providing child fatality review in child welfare cases) Introduced by Rep. Ruth Kagi, (D-Lake Forest Park) (D) on January 12, 2011, to provide for child fatalilty review in cases where a fatality is suspected to be caused by child abuse or neglect. The bill  authorizes the secretary of the department of social and health services to examine and obtain copies of reports and records of autopsies or post mortems in child fatality review cases and  requires the department to consult with the office of the family and children's ombudsman to determine if a child fatality review is required. It also authorizes the department  to conduct a review of a near fatality at its discretion and makes a child fatality review subject to public disclosure. (Companion: SB 5043).

House Bill 1106 (Authorizing disposal of property within the Seashore Conservation Area to resolve boundary disputes) Introduced by Rep. Dean Takko, (D-Longview) (D) on January 12, 2011, allows the Parks and Recreation Commission to dispose of land, less than five contiguous acres in area, without public auction to resolve trespass issues, property ownership disputes, and boundary adjustments with adjacent property owners. The disposal of such property must be for fair market value, in the best interest of the state, and with the Governor’s consent. Proceeds will be used to purchase property in Seashore Conservation Areas.

House Bill 1107 (Concerning diseases carried by wolf populations) Introduced by Rep. David  Taylor, (R-Moxee) (R) on January 12, 2011, requires the Department of Fish and Wildlife, the Department of Health, and the State Veterinarian to develop a program to address the diseases carried by wolves that could impact human health care in the state. The program will include reporting, alerts, and public outreach. The Department of Health must fund the program through grants without any money from the general fund.

House Bill 1108 (Concerning the state's management of wolves)
Introduced by Rep. David  Taylor, (R-Moxee) (R) on January 12, 2011, declares null and void any current conservation plans regarding gray wolves, including any between the State and the United States. This act declares that Washington no longer recognizes gray wolves as a protected species. This act requires that any future wolf management plans be approved by the Speaker of the House, the President of the Senate, the chair of the appropriate committee in the House and the Senate, the State Veterinarian, the Director of the Department of Fish and Wildlife, and the Director of the Department of Agriculture. This act also requires certain conditions be met prior to any conservation agreements are entered into for the gray wolves.

House Bill 1109 (Concerning legislative review of gray wolf conservation and management)
Introduced by Rep. David  Taylor, (R-Moxee) (R) on January 12, 2011, requires that the legislature accept or reject in its entirety the Department of Fish and Wildlife’s final environmental impact statement and the gray wolf conservation and management. If rejected, the Department must reconvene the wolf working group and submit a new plan by the following legislative session.

House Bill 1110 (Requiring certain state agencies to coordinate their land management with local governments)

House Bill 1112 (Concerning hunter education)
Introduced by Rep. David  Taylor, (R-Moxee) (R) on January 12, 2011, modifies current law to require persons under the age of twenty-one, rather than eighteen,  to complete a hunter education course before purchasing a hunting license.

House Bill 1113 (Modifying provisions relating to prior offenses for classifying certain driving felonies)
Introduced by Rep. Christine Rolfes, (D-Bainbridge Island) (D) on January 12, 2011, changes current law to include any similar prior offenses from other state or tribal jurisdictions when determining the classification of the current charges of driving under the influence or exercising control of a vehicle while under the influence. Any prior convictions automatically make the current charge a Class C felony. This act removes the ten-year window for relevant prior offenses.

House Bill 1114 (Concerning adoption decrees for children adopted in foreign countries)
Introduced by Rep. Christine Rolfes, (D-Bainbridge Island) (D) on January 12, 2011, allows adoptive parents to refinalize adoptions in state courts that were completed in other countries. This act requires that at least one adoptive parent be a citizen of the State and the child to have been transported into the State after the adoption was finalized in a foreign jurisdiction.

House Bill 1115 (Authorizing immediate salary reductions for state officials when there is a general salary reduction for state employees)
Introduced by Rep. Gary Alexander, (R-Olympia) (R) on January 12, 2011, directs the Citizens’ Commission on Salaries for Elected Officials to adjust salaries for all state-elected officials when the current budget includes a salary reduction for state employees. This act is contingent upon voter approval of a constitutional amendment to allow the salary adjustments for elected officials.

House Bill 1116 (Concerning alcohol sales in state liquor stores and contract liquor stores)
Introduced by Rep. Gary Alexander, (R-Olympia) (R) on January 12, 2011, requires the Liquor Control Board to convert twenty percent of state liquor stores to contract liquor stores between September 1, 2011, and July 1, 2013. Additionally, this act requires the Board to convert ten state liquor stores to contract liquor stores, as a pilot program, between September 1, 2011, and July 1, 2012. The Board must study the efficiency of contracting out liquor sales and report back to the legislature by December 31, 2013. In cities, towns, and communities in which no state liquor store is currently located, the Board must allow certain grocery stores to provide contract liquor sales.

House Bill 1117 (Regarding the relinquishment of water rights)
Introduced by Rep. David  Taylor, (R-Moxee) (R) on January 12, 2011, modifies current law regarding water rights by abolishing the concept of relinquishment in state law and relying on principles of abandonment. Relinquishment is a statutory provision to terminate water rights if they are not used continuously within a certain period of time. This concept does not account for those who wish to conserve water for a future use by forcing water rights’ holders to use water they may otherwise choose to conserve. Alternatively, abandonment occurs with discontinued use or waiver of the water right.

House Bill 1118 (Developing training for manufactured housing community managers)
Introduced by Rep. Jeff Morris, (D-Mt. Vernon) (D) on January 12, 2011, establishes a program for managers of manufactured housing communities, a qualifying certificate, and annual certificate renewal.  This act takes effect on January 2, 2012, or six months after the approval of a training curriculum by an advisory council, whichever occurs later.

House Bill 1123 (Modifying sentencing or imposition of conditions for certain sex crimes)
Introduced by Rep. Zack Hudgins, (D-Tukwila) (D) on January 12, 2011, modifies conditions placed on persons convicted of prostitution or a related offense, including that the offender not be subsequently arrested for a  similar crime and that the offender not travel in designated areas unless it is necessary for legitimate employment or travel to/from the offender’s residence. An offender may be arrested for travelling in areas designated as high prostitution areas, which must be clearly marked by local government. The new violation is a misdemeanor.

House Bill 1124 (Establishing seasons for hunting cougars with the aid of dogs)
Introduced by Rep. Brian Blake, (D-Aberdeen) (D) on January 12, 2011, directs the Fish and Wildlife Commission to establish rules and a season for hunting cougars with the aid of dogs. This act also removes conditions on the use of dogs in cougar hunting only as a last resort and solely for the purpose of protecting livestock, although the Commission may impose conditions in its rules.

House Bill 1126 (Concerning criminal street gangs)
Introduced by Rep. Charles Ross, (R-Naches) (R) on January 12, 2011, authorizes the Department of Social and Health Services to establish a grant program available to local entities to curb involvement in and reduce harmful effects from criminal street gangs. This act makes ineligible for deferred dispositions juveniles who are charged with a firearm offense that is determined to be related to gang activity. This act creates a new Class C felony of criminal gang intimidation for one who threatens another with bodily injury because the person attempts to withdraw from or refuses to join a gang. This act also allows judges to impose stronger sentences and/or additional conditions on those convicted of gang-related offenses.

House Bill 1127 (Addressing bargaining with certified exclusive bargaining representatives)
Introduced in the House on January 12, 2011, requires that bargaining units be consolidated when the employer and exclusive bargaining representative agree to the consolidation. This bill also adds to the list of unfair labor practices the refusal of an employer to bargain with the certified exclusive bargaining representative, and the attempt to bargain with anyone not authorized to bargain by the certified exclusive bargaining representative.

House Bill 1128 (Providing for extended foster care)
Introduced by Rep. Mary Helen Roberts, (D-Edmonds) (D) on January 12, 2011, modifies current law for extended foster care. Current law provides foster care for children up to the age of twenty-one. This act limits extended foster care services for children ages eighteen and nineteen, and for children between nineteen and twenty-one as funding allows.

Senate Bill 5044 (Changing the tax preference review process)

Adam Kline, (D-Seattle) (D) on January 12, 2011, to create the “Washington enhanced intelligence act,” which rohibits a state, local, or county law enforcement agency from collecting or maintaining protected information about an individual or group unless the information directly relates to criminal conduct or activity. It also requires equires state, local, and county law enforcementagencies to adopt a privacy policy for protected information and to ensure that all employees are properly trained in this policy. The attorney general is required to conduct unscheduled audits of state, local, and county law enforcement records.

Senate Bill 5049 (Implementing recommendations of the sunshine committee)
Introduced by Sen. Adam Kline, (D-Seattle) (D) on January 12, 2011, implements recommendations of the sunshine committee relating to public inspection and copying of background information records.  Examples include allowing car pool participants concerned about personal safety to request that their information not be released to individuals they identify. Senate Bill 5050 (Changing interest accrual payments for residential landlord/tenant security deposits)

Adam Kline, (D-Seattle) (D) on January 12, 2011, to require interest accrued on trust account deposits from residential tenant security deposits to be deposited monthly in the “affordable housing for all“account. Senate Bill 5053 (Allowing community custody after fifteen years  of prison for persistent offenders)
Introduced by Sen. Adam Kline, (D-Seattle) (D) on January 12, 2011, to provide for exceptions to the requirement that certain persistent offender be sentenced to life imprisonment. The bill allows persisten offenders to be sentenced to community custody after a minimum fifteen-year prison sentence if none of the offender's convictions used as a basis for the finding that the offender was a persistent offender is a class A felony or sex offense, or a deadly weapons verdict.

Senate Bill 5054 (Disclosure of  legal proceedings involving public hazards)
Introduced by Sen. Adam Kline, (D-Seattle) (D) on January 12, 2011, to provide for  disclosure of legal proceedings in cases involving public hazards with an intended presumption against sealing of court documents. "Public hazard" means a condition of a product that has cause, ro could be expected to cause serious harm to a person unaware of the condition. The bill is intended to assure that consumers are aware of public hazards, despite settlements of lawsuits that often include a confidentiality provision.

Senate Bill 5055 (Regulating notice  of appointment of a personal representative in probate proceedings)

Senate Bill 5056 (Risk assessment in bail and pretrial release practices)
Introduced by Sen. Adam Kline, (D-Seattle) (D) on January 12, 2011, to require the Washington state institute for public policy to develop and validate a pretrial risk assessment tool to measure the likelihood that a defendant will fail to appear in court as required. Superior courts and courts of limited jurisdiction are provided access to the risk assessment tool developed by the Washington state institute for public policy and used by the department of corrections to assist judges in the pretrial release and detention process.

Senate Bill 5057 (Revising accounting rules for payments made by trustees of estates)
Introduced by Sen. Cheryl Pflug, (R-Maple Valley) (R) on January 12, 2011, to make revisions in accounting rules for estates as to how income taxes paid by a trustee are  allocated. The bill provides that income taxes paid must be charged to income and other expenditures proportionally to income and principal to the extent that receipts from the entity are allocated to both income and principal, regardless of whether they were paid out of income.

Senate Bill 5065 (Preventing animal cruelty)

Michael Carrell, (R-Lakewood) (R) on January 12, 2011, to revises animal cruelty provisions by expanding the definition of necessary food and water and shelter to more closely meet the needs of and sustain animals. The bill prohibits violators not just from owning specified animals, but from living with them. It also imposes a fine of  one-thousand dollars for the first violation, and two-thousand five hundred dollars for a second violation. Subsequent violations are a gross misdemeanor.
