Aberdeen, Mississippi – Debra Bowlby sought to operate a small “Sno Cone” food hut at the corner of Highway 45 and Meridian Street in Aberdeen, Mississippi. The Aberdeen Planning and Zoning Board approved her plan on July 13, 2009. About two weeks later, in the heat of the summer, she opened it to the public.

But to her surprise, the Board met again on September 14 and revoked the same permits they had given her just two months earlier. She was not invited to that meeting.
