Eyman's I-900 will be the 900 pound gorilla in 2005 - "I-900 will

Olympia, WA - Co-sponsors Tim Eyman and Mike & Jack Fagan's initiative requiring
performance audits of state and local governments has been officially
assigned initiative number 900. It was filed this morning in Olympia.
Petitions for it will be mailed to supporters in early February. 225,000
signatures are necessary by July 8th to qualify it for the November, 2005
ballot.

Eyman released the following statement:

"The Performance Audits of Government Initiative will be the 900 pound
gorilla in 2005. The Legislature wants to raise taxes but performance
audits will identify billions of dollars in savings, making tax hikes
unnecessary. State and local governments spend over $40 billion every year
yet it's illegal for us to learn if these revenues are being spent as
cost-effectively as possible. That's absurd and we're going to change it.

Just to give some perspective, if just 2% efficiency is gained from
these performance audits, government would save over $800 million, more than
Locke's proposed tax increase.

"I-900 is far superior to the milk-toast alternative that the
Legislature will inevitably adopt this session. It will be better because
the audits will be made public and be required to receive public input and
direction. I-900's audits will be independently run by the state auditor,
not micromanaged by the Legislature. And the funding for I-900 will be
substantial, guaranteed, and stable. I-900 provides a stable funding source
-- 1/100th of 1% of the state's existing sales tax, approximately $10
million per year -- to fund these audits. This ensures the funding for
audits will not be subject to legislative manipulation.

"In contrast, the Legislature's version would keep our state auditor
on a very short leash by not guaranteeing stable funding. The Legislature's
version would also ensure their audits be kept secret, hidden from the
public. The audits' results would only be reported back to the
Legislature."

Obviously, prioritizing spending and reforming government are better
for the taxpayers, better for the economy, and better for the government
than are tax increases. I-900 will forever revolutionize government in
Washington."
