Indeed, science has proven that each water basin has its own land area of the water cycle, including its rainfall, its snow melt, recharging the aquifer, surface water, groundwater, rain that is absorbed into the soil runs downhill. Rain that is not absorbed by soil Runs off down the hill.
So… Water runs down hill, evaporation from oceans and lakes, condensation forming clouds, rain refill oceans and lakes

if you thought red light cameras are bad? Just wait till the state GETS THE DRONES UP and running. then it will be possible for American citizens to get a GPS driven TICKET IN THE MAIL FOR ILLEGAL WATER USE ON YOUR PRIVATE PROPERTY.
